El Nino Effects

I don’t know what is going happen to the weather bureau of the country as well as the government department who is responsible for this. I am sure they will blame it on their lack of apparatus, budget, weatherization training among others. Imagine the DOE (Department of Energy) announces that there will be a possibility of rotating brown out that will be experienced in the country? This is reportedly due to some power plant that has been undergoing repairs and maintenance in addition to the El Nino phenomenon that the country is experiencing today. If the water level in the dam is on its critical level, it could not produce enough power to generate the current electric demands of the country.

I know PAGASA already predicted this EL Nino thing but what does the government do in the preparation of this? Or does this imply that the country will need additional independent power producers? Yet corruption could be behind this thing. We hope not. We are tired of corruption. My unsolicited advice to the next president of the Philippines on his first year of service is that he should take emphases on eradicating corruption in all branches of the government and impose the maximum penalty to the abusers.
